Because the table repeats itself according to similar chemical properties (i.e. those elements with 5 valence electrons all behave similarly to each other, thus they are in the same column), the properties of the elements periodically repeat themselves as the number of valence electrons (those in the s and p shells) reach 8 and a new valence shell begins.

Because chemical properties periodically recur. That is, lithium has certain chemical properties, and 8 elements later is sodium, which has similar properties, and 8 elements after that is potassium, which again has similar properties. (It's not always 8; the next similar element is rubidium, which doesn't occur until 18 elements later, so it might better be called the "semi-periodic table of elements.")

Because the Periodic Table is a classification of elements arising from Mendeleev's "Periodic Law" -- If the elements are arranged in order of increasing atomic weight, then there will be a periodic repetition of properties. Apart from a modification arising from Moseley's work in 1913, requiring the law to be based on atomic number rather than atomic weight, this has stood as the central law of the chemistry of the elements for 140 years.

it is used because periodic means recurring in a pattern or order. The elements are put into order of mass.

How is the periodic table used to describe atomic structure?

The periodic table can be used to describe atomic structure by using the period to tell you how many shells (principle quantum number) there are in an element, and the group number can be used to tell you the number of valence electrons in the outermost shell.
