The engine idle is controlled by the ECU, and is not adjustable. If the engine is not idling properly, either too fast or too slow, take it to a shop and have them check the OBDII codes.
I believe that is controlled by the ECM. If the engine is idling too fast, check the EGR valve. It is to the right (from the drivers perspective) of the throttle body. If the EGR valve is damaged or the gasket is missing it could allow the engine to idle far too fast.

If it is, then you need to have the engine scanned with a engine scanner to check the emission system and sensors.
