no. i live in Florida and just got pulled over for having a tinted license plate cover on mine. supposedly its called obstruction of the plate, and you will get a hefty fine for such a small offense. Your plate has to be able to be read clearly from 100 feet away.
YES, you can have a tinted cover as long as you can see it 100 ft. day or night, (with your lights on at night of course). Awhile back the stupid state attorney for this state decided to send a letter to all police depts. in Florida and told them they need to pull people over with covers on their plates. Now either they read it wrong or he wrote it wrong the law has not changed and now every police officer is pulling people over with covers on their plates and when they found out your just a little smarter than they are they make something up to write you up on.

The 100ft rule is also true but mainly deals with the plate being dirty or obstructed. The other line above deals mainly with covers.
Most states do not allow covers over plates. My only question is why anyone would want to cover it or think that putting a smoked/tinted cover over the plate would be legal. Its right on the packaging of those covers to check local state laws.
