You really need to clarify your question.

A rational number is one that can be expressed as a ratio of integers. Any number of the form n/m where n and m are both integers is a rational number. I don't know what you mean by the phrase "between -1 - 2 formulas". Do you mean "between -1 and 2"? If so, you'd need to place additional constraints on the values of n relative to m. (specifically n >= -m and n <= 2m)

I also don't know what you mean by "free rational numbers", so I ignored the "free" part.

Rational numbers were never captive so I am not sure what "Free" has to do with anything!
