This indicates the ECU has detected a fault with the engine. Ford will charge one hour labour to read the ECU and tell you what the fault is. What are the other symptoms? You could figure it out and save yourself some money

I don't know what YOUR vehicle does specifically, but most diesels have "glow plugs" that come on when the engine is cold. The glow plugs warm a spot in the cylinder making the engine start much more easily, especially in cold weather. I can't speak for YOUR engine, but in general, there is usually a light on the instrument cluster that flashes while the glow plug is heating. Once the glow plugs are up to temperature, the light stops flashing and you can start the engine. If there is any doubt, read the section of the owners manual that describes the operation of the glow plugs.
Mk3 07 plate 2.2 TDCi Mondeo ST Mine had been flashing intermittently for the last few days. Took it to Ford, and the chap said it could be a multitude of things, most common things are:- Defective Camshaft position sensor. Defective Crankshaft position sensor. Mine was caused by a defective EGR Valve. Whilst my Glow plug light was flashing, i also had a noticeable loss in power. Probably best to get it put on a ford diagnostic laptop, as it could be expensive just willy/nilly changing sensors. Hope this helps.
Are your brake lights out - usually it's a fuse for the brake lights.

I imagine that if the light is blinking the engine most likely has a glow plug out. This can often be tested by removing the preheat harness from the time/relay and using a test light. Attach the clip of the test light to the positive connection of the vehicles battery. Then probe the terminal of each glow plug, you might have to remove insulators and things to get to them. The result, if it lights up its good, if it does not, replace.
Glow sticks are a chemical light.
