I am not sure about all grape bearing vines but, wine gape (vitis

vinifera)

vines flower during these times:

The embryo bunches (they look like tiny green hard berries) break and form into flowers after the 15th or 16th leaf has formed on the vine. The time period when this would occur is normally about eight weeks after bud break with the aid of adequate pollination and fertilization.
It is crucial that the weather during this time is dry and a lack of frost. Rain and frost will destroy the delicate tiny flowers. If the flowers are destroyed then the vine will not produce grapes.
A temperature of a daily average of at minimum of 59 degrees F is also critical, where a temperature of 68-78 degrees F is ideal. These temperatures are needed to allow the vine to flower. The flowers that bloom on vitis

I have grown up in a grape growing region and have never seen a flower on a grape vine. The "baby" grapes are small nubs on the vine, but don't flower. If you have a vine with a flower it isn't grape.

After the flower is pollinated, the fruit grows. If the fruit has seeds, then a plant may result. Most grapes for wine have a root of one type of plant and then the other is grafted onto it.
