This is because its "surface" (the point where its atmospheric density is equal to Earth's at sea level) is more than 20,000 km from its center. So despite having a mass 17 times that of Earth, Neptune's pull of gravity would only be about 14% more at that point. Neptune's solid core is deep within a dense, slushy atmosphere that transitions from a dense gas to an extremely hot mix of ammonia and water.
