The Rancher can be found in Alderney, at Liberty State Delivery by the docks in Port Tudor.
Stevie will text Niko after he has completed the "No. 1" mission, racing with Brucie. The texts from Stevie include a photo of the vehicle he wants and a brief description of where it can be found. Once Niko has found a vehicle, Stevie will eventually text him again about the next one he wants Niko to get, and so on.
Brucie will promise Niko that he will ask Stevie to contact him with requests to jack various vehicles for money. Niko eventually gets a call from Stevie with the description and location of each vehicle he wants. Each time Niko finds one of the vehicles and takes it to Stevie's garage successfully, he will get another call asking for the next vehicle and so on, until he has collected all 30. Niko can continue to take stolen vehicles to Stevie to earn extra money, if he wants to. Niko doesn't need to call Stevie therefore.
Niko does not get to meet Stevie in GTA IV, he just relies on getting text messages from Stevie to tell him which vehicle to take. However, Stevie's garage is in Bohan, not far from Niko's safehouse, and it is marked on the map with a car icon ("Garage"). Niko takes the stolen vehicles there and then gets money for them.

If you want two sure ways of getting an Infernus on GTA IV and being able to stash them on the safehouse parking space:1) In GTA 4, Niko will be given an Infernus as a present, so he doesn't have to make much of an effort to get one! After he has helped his friend Bernie (Florian) through the relevant missions, Bernie will ring and tell him that he has left him the gift of a car, which was originally a present from Bryce Dawkins, Bernie's boyfriend. When Niko goes to the "B" marker on the map in Algonquin, he finds the Infernus.The Infernus is a difficult car to find on the streets of Liberty City, but occasionally you seem them parked up. But of course when you drive Niko around in his own Infernus, you will see them spawned in traffic here and there.If you keep the Infernus gift on a safehouse parking spot, at least Niko can use it when he wants, and repair it if he needs to.2) In one of Stevie's requests to find a vehicle, there is a gold Infernus. When Niko finds it, don't take it to Stevie's garage, but take it to a safehouse parking space, stash and save. The gold Infernus Stevie wants will respawn and Niko can go and get it again and take it to Stevie's garage.

Regarding the "steal to order" missions for Stevie (Brucie's friend - Brucie gets Stevie to text Niko after the "No. 1" mission). There are 30 vehicles in this section, and Stevie will send Niko a text for each vehicle request, with a picture and some location details. Once Niko has got the right vehicle (a message on the screen will confirm this when Niko gets behind the wheel), he has to take them to Stevie's garage in Bohan, which is marked on the map with a car icon. It's not far from Niko's safehouse in Bohan.Once Niko has completed the 30 vehicles, this will count towards the 100% completion of the game. But, Niko can continue to make money and steal cars and sell them to Stevie by taking them to the garage.
