Keep going down on the map till you see an islandin the sea with bridges connecting to the land. Put that as your waypoint and drive around there a few times (keep changing cars and vans and everytime you change... get a bigger ride so it appears) It will pick up the cars/Vans/ Trucks you drove and you can steal it when its driving off.
