The only times it looked like they came back to life were in Harry Potter and the Goblet Of Fire when all the people Voldemort killed began giving Harry encouragement to get away from Voldemort and take Cedric and in Harry Potter and the Deathly Hallows when Harry is using the resurrection stone.

He sees the spirits of his parents, and other friends who died, at the end of book 7. I have the impression that this is real, in the sense of having contact with the spirits of the deceased. But the contact is brief; it isn't as if he can visit them whenever he likes.
