I think they are. I just opened a package after not having any for several months and they definitely 'feel' smaller than they used to be. I felt real 'cheated' by the reduction.

The base is slightly hollowed out on the ones I just got. If you stand one on a flat surface only the outside edge touches. It was immediately apparent as soon as I opened the first one.

I noticed it right away. I just bought a bag yesterday and could immediately feel and see the difference. I took one of my older kisses to compare and it was definitely fuller. As if they weren't small enough already. Now it doesn't feel like it's even worth the effort to unwrap the darn thing.
