This sounds very strange. You should not have an unswitched bathroom light. Replace fixture with one with a pull chain. Turn breaker off before changing the fixture.

It's because they are not wired in a 3-way fashion. The switch downstairs is wired in series with the switch upstairs in the same manner the pullchain on a light socket adapter would turn on and off your light only when the wall's switch is on.
It is dependant on whether the switches are in wired in a parallel or series configuration. If the switches are wires in parallel then both switches would have to be off to turn the light bulb off. Either switch could turn the light bulb on. If the switches are wired in series then both switches would have to be on to turn the light bulb on. Either switch could turn the light bulb off.

Anything that uses electricity in the bathroom needs to be carefully considered because a plug socket is obviously potentially dangerous. If you check with a store such as Bathstore they will have heaters that can be wired in safely.
I you wired a light bulb in to the same circuit you have the possibility of over loading the circuit but other than that it would just be brighter.
