He is probably confused about his feelings. It is very hard to identify the " I love you as a lover", and the "just friends" phase. Ask him and tell him to be honest about his feelings. Also, talk about your feelings, that you are flustered about it. If he isn't sure, and you love him, try going out on a date maybe? Who knows what wonders will happen?
