No, high resolution isn't always better for several reasons. Sensor size is very important- if a manufacturer puts lots of pixels on a small sensor images are susceptible to digital noise that when processed out can cause noticeable smoothing of edges and loss of detail; the bigger the pixels in theory the less noise and better image quality. The 100% crops of an image taken from a high resolution camera will be more noisy than a lower resolution on the same sized sensor. But if zoomed out to show the same amount of picture as the lower resolution picture 100% crop more detail will be shown on the higher resolution picture. a comparison of the 16MP D4 and 36.2MP D800 by digital rev goes over this. In terms of compacts the better quality will be achieved by the lower resolution camera (in RAW).
