If the horn does not work on a 1996 Oldsmobile Ciera, you can replace the horn. Almost any type of horn should be compatible.

The transmission needs repair. Your band is work out.
The fuse. A shorted horn can cause the fuse to break.
The horn relay is under the airbag in the steering wheel. Best to let Saturn dealer fix it.
the best way would be to locate the horn and disconnect (pull) one of the wires off of it. your horn fuse may work with other electrical items, so its best to disconnect from horn itself. hope this helps!
I was into the Autozone website for 5 minutes before I realized what the question was. where the fuse for the horn is ?? fusebox other possible reasons?? horn defective, wire loose between the fuse and horn OR horn switch in the steering wheel is defective.
I'm answering my own question here. I put the 1995 tranny on the 1996 and it works just fine. I just had to put an electronic piece from the 1996 tranny onto the 1995 tranny in order to get the wiring to work. Easy...and the car runs perfect on the 1995 tranny.

You have two problems. The horn that doesn't work when you hot wire it is bad. The other problem could be a blown fuse or the horn contacts in the steering wheel are dirty and not making contact or the horn relay is bad.
14 inch rims are the spec size. You can use P185/75/R14 , P185/70/R14 , P185/70/R14 , or P185/75/R14 all will work with no problems. I have an 88 olds cutlass Ciera and have used these with both winter and all season.
