Emporer Hirohito had very little power as an emperor. He was basically a figurehead and had no real right to govern, which was left to important civilians and military leaders. Hirohito opposed both the attack on China and the raid of Pearl Harbor, but was powerless to stop both, as the military controlled government was too strong.
Though, he was not a complete pacifist but a nationalist, and for this reason did not do more to stop the war with the U.S. and U.K., wishing to uphold the traditional position of the emperor, and emulate the sort of consitutional monarchy that Britain had, by not interfering with government decided policies.
