One of the major mistakes that the tsarist government made during World War I was attempting to direct all provisioning itself. The government distrusted public initiatives and the officials insisted on making crucial decisions about the allocation of supplies without any consultation. When the Russian armies' will to fight grew less and less after long battles that left them demoralized and poorly supplied, the government began requisitioning grain from the countryside to feed the cities. When word got around about this requisitioning, the peasants in the armies began to desert to protect their families' holdings. As the war went on, Russia not only faced opposition from the liberal political party, but soldiers unwilling to find and a rebellious urban population. This rebellious urban population's distaste for the Tsarist government's action led to the outbreak of revolution in February 1917 after long impatience with inflation and shortages of food and fuel.
