Adobe InDesign and Photoshop are 2 different programs.
Photoshop is used for photo editing and is almost entirely raster based (uses dots) to generate images. InDesign has little to no photo editing capabilities and is used primarily for layout and is very vector based (uses lines) to generate images. The advantage of Photoshop is you can apply an almost infinite combination of effects to create artwork from the ground up. But for layout purposes, you do not have multipage capabilities and once again, it is raster-based, so your text will not print clearly.
InDesign is capable of delivering clear text to print, has multipage capabilities, is trimmed down and streamlined to work with large documents and is the final step before going to print. So for small art components, use Photoshop, then once you're ready to make the final layout, drop everything into InDesign for positioning and layout.

Macs, with Adobe Illustrator, Adobe Indesign, and Adobe Photoshop installed.
Photoshop does not have liquid layout, probably you hear that term for Adobe InDesign. See related links.
Use Adobe Illustrator to create your graphics, then use Adobe InDesign for the layout of the flier and the typographic design. You can place your graphics from Adobe Illustrator directly into Adobe InDesign. If you are using photographs instead of creating illustrations, use Adobe Photoshop to edit your photos. However, do not attempt to do the layout and typography in Adobe Photoshop - use Adobe InDesign for that. You could also do everything, including the layout and typography, in Adobe Illustrator. If you decide to use a mix of photos from Adobe Photoshop and illustrations from Adobe Illustrator, use Adobe InDesign to do the layout. You have options with Adobe. Amlove has a good answer. But a single-page flyer? Like a handbill or something? I think I'd just work up the photos in Photoshop, then do the layout directly in Illustrator. Flyers are pretty much pure display type, and you can really doctor up type in Illustrator.

InDesign is used mostly for printing & publishing. It primarily a layout and typesetting program that is used in conjunction with the Adobe Suite, including Photoshop and Illustrator. Photoshop is good for photo editing and building intricate works of art from the ground up, Illustrator is used for making vector-based illustrations or logos, and InDesign is used for layout to piece everything together.
