The anarchist voluntary associations are not governments because there is no policing and no judicial system. If you are talking about syndico-anarchism then you are referring to a system similar to a commune where everyone comes together voluntarily and make unanimous decisions about how things will be conducted in the factories and if everyone wants to the community. It is a weird sort of democracy, but it is not a government because of many many things. It does not have a total power. Any person at any moment can disagree, and vote against any decision the commune is trying to promote. And all votes must be unanimous. People often make the mistake of assuming that an association or an organization is a form of government. Humans are social creatures and usually seek interaction amongst others. They depend upon others for their survival and even their identity. But the main difference between a government and syndico-anarchism is that everything is completely voluntary. There are no decisions outside of your hands.
