It doesn't happen often, but a tie is "allowed" at the Oscars. There could possibly be more than one winner in any category. But it is possible that two people (or more) collect the award. (The more voters there are, the less likely there will be a tie.)
there is an academy of directors, actors screenplay writers and other people involved in movies (there are over 6000 members) who vote in each category (they receive ballots in the mail) they also recomend which films are nominated
from receiving the top votes by members of the Academy in the specific discipline that they belong to. ie. Actor, Actress, Director, Editor, Production Designer, etc.
