The government felt the youths accused of crimes should be treated differently from adults because they are not yet fully matured and well, they are young! (Most young people don't make the best choices at ages up to 10-25)
I kind of disagree with this because they should have the same penalty as an adult, no matter what age you did it at you still committed the crime so you should still be punished. Maybe next time think before you do.
