It really depends on how far your development is along. Most guys are close to full development at 18-20 years old. So the average length would be a bit over 6 inches. At 17, you more than likely still have some growing to do.

I was a late bloomer and was just over 6" at 17. I am now 8".

First of all, at age 17 puberty can still be ongoing, and thus penis growth could continue. however, the average for adult penis size is 5.1 - 5.9 inches (12.9 cm - 15 cm), so somewhere around there (this is only an average, it could be larger or smaller). It is not clear what you mean by small. Many men are quite long when they are flaccid (not erect), but gain little if any length when erect.
