A 28A bra would normally fit a ribcage measurement of 28 inches or just under, and a bust measurement of around 29 inches.
The number is the "band size" or "back size," and refers to the size of your frame excluding your breasts. The correct band size will usually be your underbust/ribcage measurement rounded to the nearest even number, for example if your underbust measures 33 inches you will most likely need a 34.
The cup size is represented by a letter, and this is relative to the band size so if for example you currently fill a 30A but you need a 28" band, then a 28A will be too small. You will need to try a 28B - go up one cup size for every band size that you go down.

Unfortunately, it is impossible to tell how many Americans wear a 32C size bra. If you are wearing a 32C bra, you are roughly 28 inches around the ribcage and 31 inches around the fullest part of your bust. Perhaps not ample enough? Studies have shown that about 80% of Americans wear the wrong size bra. A woman wearing a 34B bra right now could easily wear a 32C.

Not VERY big, but average for maybe a 11-14 year old. Um actually to the first answer......it depends on your body frame and it can be an average size for a petite WOMAN. I am actually a 28 B, 30a, 32AA Yes they are all the same size bras! Depends on the make and manufacturer. They are just numbers so who cares. Should be happy with what ya have. Everyone is different
It really depends on your size if you need to then yes wear one. Everyone in puberty goes at there own growth pace so it you need to. Then its perfectly normal to wear a size 12A bra.There is no particular "regular" size. It depends on whether or not you have reached puberty, and even then, there is no specifically "correct" size. Many 11 year olds are not even in need of this type of undergarment yet.
