No, the Twin Towers will not be rebuilt. Instead, a new tower (a single tower) will be built in their place. It will be called Freedom Tower. It will be completed in 2013. Construction is well underway.

Will the new towers be built where the twin towers were?
It depends , I don't think the are rebuilding the twin towers , but i the think the are building 6 other towers. The main is "The Freedom Tower" and yes they will be built in the same spot.The tower will be start being built in the year of 2012. The tower is really odd shaped , i hate it , but that's my opinion ....... also about all the worlds opinion's =). I JUST WANT THE TWINS BACK!!!!!!!!!!!!!!!!!!!!!! they are also going to build a memorial tower to the lost lives from that day.
