I did a search yesterday to find out how to touch-up my roots; it's been just 4 weeks since my stylist colored my hair and added highlights. After searching MANY sites, I decided that I'd just need to follow my instincts and see what happened (knowing that if it looked terrible, I could just color over the whole thing). Until the highlighting, I'd been coloring my own hair, so I already had coloring tools from Sally Beauty Supply. I just had to buy a bottle of color that matched (pretty well) the base color my stylist had used. I mixed up 1/2 oz. of color with 1/2 oz. of creme developer, added 5 drops of Gray Magic (it has always seemed to help cover the gray), and used my applicator bottle to squirt the mixture directly to my scalp. Then I used my (gloved) fingers to gently massage against the scalp, spreading the mixture through my roots. Left the color on for my usual time (25 minutes for me), washed and conditioned, and that was it. Looks great! The roots blended just fine, and the highlights don't look as if they begin too far down on the hair. I don't know how long this technique will work till I have to get the highlights redone, but for now, it's great.
It would depend on if you used the right color to cover the highlights. You could end up with beautiful hair or a color you hate.
Yes, but as with any other hair coloring process you will have to go back to the salon or touch it up at home every 4 - 6 weeks to cover up your roots so that no one will notice. ANSWER permanatly, forever, no hair grows which is why we have to retouch it in the first place, is the roots that are growing out, not the hair that exists already getting longer so you have to redye the new gray that grows through at the roots this is why permanant dyes are not literally permanant, there is no such thing, its temporary,. but they are the most permanant of al hair dyes avaiilable

Massage your scalp with shampoo with your palms while you wash your hair, that way it stimulates the roots and encourages your hair to grow out faster.
It's usually not recommended with the do-it-at-home kits... It's healthier to do roots-touch ups when needed or get worked on at the salon. However, I've done it and it's fine if you're not looking for perfectly even results.
