When you have completed scrapbooks pages, you always need a place to put them. Inside of a scrapbook, there should be many clear sheets called 'page protectors'. You insert your completed scrapbook page into each page protector. You can insert up to two pages in one protector; one on each side. There are three ways page protectors work, all depending one what type of scrapbook you have. Most protectors have a opening in the top, and others have either one on the side or one on the bottom instead of the top. You simply slide your page into these protectors to add pages to your scrapbook.
If you do not have page protectors in you scrapbook, and simply have the 'book', there are ways of adding them to it. You need to unscrew the screws in the binding of the book. Take either the front piece or the back piece of the book; it does not matter. There should be screws still sticking up in the binding. You then slip the holes of the page protector over the screws. Just like a normal three ringed binder. When you've added your page protectors (make sure you still have enough room on the screws to put the scrapbook back together) take the other piece of the book and screw the two pieces together with the page protectors in between.
Wide topic... you can make a scrapbook of anything. For example, I am a nanny and every summer I make a scrapbook of all the fun things we did so the boy can show everyone at school. (He is special needs and doesn't speak much.) We go to Joann's / Hobby Lobby or some kind of craft store and buy a scrapbook. We get 12x12 because stores sell the most styles of paper in 12x12. each book contains about 24 pages (12 front and back.) Some books come with page protectors...recommended. First you decide what you want in your book. ours is fun stuff so we picked up paper that had circus decor, Basketball decor, etc. There is usually a row or two in any craft store of Scrapbooking paper. Next, I imagine what I want each page to look like and which pictures I have taken that will go good with my ideas. i then pick our stickers and cut outs to glue on to the paper. The sky is your limit with creativity. i suggest googling pictures or ideas of scrapbooking to get a good look at the ideas some people have. P.S. this is an expensive hobby. Good luck!
You can add scrapbook pages to a scrapbook by buying pocket and paper refils. Most scrapbooks come with extra screws that you can add to the scrapbook to widen the binding of the book. This allows you to put the extra pockets and paper in. If your scrapbook isn't refilable, I suggest than when you buy your next scrapbook, you purchase a refilable one.
It would get some kind of borders or something to frame the pictures, maybe some glitter, stickers and some colourful pens to doodle and write little messages. You'll also need some scissors and glue or tape. Ribbon might be nice to use as well. You should make it about the size of a large textbook.

so what you want to do when you make a scrapbook is buy a scrapbook/picture holder then buy paper with patters or whatever you want then what i like to do is buy pop up stickers that go with the theme and then you pick out the pictures you want to use take the pattered paper and glue the photo to it wherever you want and however you want then take the pop-up stickers or whatever kind you have and place them were you think it looks good you can also add ribbons and its nice to have a caption at the bottom to clarify the moment...and finally you have a scrapbook!
