There is no split screen on the wii version but if your on the xbox 360 or ps3, go on multiplayer and select local and there is a Splitscreen selection

If you mean add a splitscreen player, simply connect a controller (on XBOX or PS3)

In Black Ops, you don't get an offline multiplayer account. It only shows your playercard from your online account. So the answer to your question is; you can't level up on your Black Ops splitscreen account because you don't get splitscreen accounts in Black Ops.
unlock it via leveling up, then select kill streaks from the multiplayer player match menu
its will show you when you first get the game to adjust it to your own screen.
