A 1996 PLYMOUTH VOYAGER IS NOT INTERCHANGEABLE WITH A 1993, IT HAS TO BE A 1993 TO A 1995. SOME FUEL PUMPS HAS A 3 WIRE CONNECTOR, AND SOM HAS A FOUR. THE FOUR WIRE IS A MORE EXPENSIVE FUEL PUMP.

In the tanks, no - fuel level won't be high enough for the pickup tube to pick up the fuel. You could run it briefly if you filled up the fuel filters.
