Because of the longer wave length of yellow light. Scattering of light from small particles (i.e. the sort you get in fog) is dependent on frequency. Higher frequencies are scattered more; longer wavelengths are scattered less. Putting a yellow filter on a white light eliminates the highly scattered blue and violet frequencies.
Fog is white, so really you could use any colour headlamp instead of white and be able to see better than using the normal white headlamps. It has to do with the light bouncing around and into and through the fog. Yellow is easier to see and easier on the eyes than, say, red or blue or green. Does that help you?

fog lights are not always yellow.... i have no answer to your ? but i can tell you as a mechanic that all fog lights are not yellow and do not need to be.... all a fog light is, is a light placed lower on your vehicle so the light is not reflected into your face when it is foggy.... look in your local laws but in California if it is foggy and your vehicle is equipped with DOT fog light you do not have to use your regular head lights in a foggy situation... you do however have to turn on your running lights
