There is actually no way to contact Jagex for game questions. You can only contact them for bugs and other stuff. If you use one of the emails they provide (that is used for submitting bugs) to ask about the game and stuff, they will NOT write back. This has happened to me.
You can't really talk to Jagex out of the game. You can ask questions on the Runescape forums and hope for a Jagex mod to reply, or attend an event and talk to one. (Although they normally don't respond.)
