My 1995 Chyrsler Cirrus had this random red wire sticking out by the fuses under the steering wheel. What I had to do was take a 9-volt battery and touch the red wire to the positive terminal of the battery while touching the negative terminal to any piece of metal on the car. This acted as a shut-off switch and it worked like a charm! The headlights stopped flashing (i had long-since pulled the horn fuse), I put the key in the ignition, and she started right up!
