A numerator that can be divided by the denominator, with nothing left over is a

whole number expressed as a fraction.

1/1 = 1, 4/4 = 1, 8/4 = 2, 24/8 = 3, 16/4 = 4

If there is any left over 14/4 = 3 2/4 = 3 1/2 or 22/6 = 11/3 = 3 2/3

You don't make a fraction into a whole number; however, you can express a fraction as a percent or as a decimal.

In your example of 1/4, first you must divide the numerator by the denominator: 1 divided by 4 is 0.25. In order to show that as a percentage, multiply 0.25 by 100 for an answer of 25%

Here's another example: 2/5

Divide 2 by 5 to get 0.40. Then, multiply by 100 and you get 40%
