OBD has two common systems on vehicles. OBD1 for pre 96 & OBD2 for 96 & newer vehicles. So the first question is to identify which system is on the vehicle. There are various types of scanners or Scantools on the market, which are used to tap into the engines computer & list the codes which are causing the MIL ( check engine light) to come on. Once the code(s) are accessed, the general area of the fault is given by the code & it should be much easier to track down the problem component.
NOTE: the code given does not tell you how to fix the fault, it tells you what sensor to look at & sometimes where the problem is located & sometimes what the fault condition is. Just because a sensor is giving an out of tolerance reading does not automatically mean the sensor is faulty, but sometimes that is the case. Most times though, testing is required to verify the faulty component or associated part of the system.
To access codes it is generally as easy as plugging the scan tool into the vehicles datalink connector located either below the steering wheel (OBD2) or in the engine compartment (OBD1). Turn the ignition key on with the engine not running. Follow directions supplied with the scan tool, the job should take no more than 5 minutes. A good scan tool can do much more than pull codes. They can access all kinds of engine data from the sensors located around the engine. They can save you lots of money , or at the very least make you an INFORMED customer at the local garage!
Go to Autozone or a similar type of auto parts store and they will run or reset codes for free.

I assume you mean radio scanner frequencies? If so, RadioReference is an excellent resource: http://www.radioreference.com/ If you are talking about error codes from your car, you might have to Google those. I'm not sure if OBDII codes are universal (they very well may be). You could do a search on OBDII codes to see what a specific code you are getting means.
the best place to go is radio shack and buy a code book or most radio shacks will give a readout of area codes for free. call them and find out.
If there is something wrong with the engine, a person can find out by scanning it for codes. A scanner can be bought and the codes read by the owner or they can take the vehicle into a shop.

96 on up you need a code scanner,you can take it to auto zone to have the codes read ,free of charge.
The scanner can erase codes but if there is a problem the codes will immediately come back. So the answer is no.
With an OBD2 scanner.
since 1995 to present, you have to retrieve codes by use of a obd2 scanner.
the connection is on drivers side at bottom of dash, where driver sits. use a obd2 scanner to extract codes. if any codes you can use scanner to erase codes when fixed.
