you can use a multimeter (a.k.a VOLTMETER) attach the wires to either sides of the object if you get a reading on the screen or if the needle moves than you know that it is an electronic conductor

An Ohmmeter is an instrument that measures resistance. Conductors by definition have low resistance, which can be readily measured with an Ohmmeter. Insulators on the other hand have high resistance, and can be difficult or impossible to measure with an ordinary Ohmmeter. A Megohmmeter is a special instrument for measuring high resistances, but precautions have to be taken to get accurate measurements and to avoid contact with high voltages. Be careful! It is also true that you may be able to measure the resistance of an insulator safely and with a fairly conventional Ohmmeter by measuring the resistance of a very small sample of the material. Projecting the resistance of a larger sample is a complicated process however. (Digital Multimeters, such as may be found at Radio Shack for example, typically include Ohmmeters.)

take the object and allow some electricity to pass through it and it is connected to a bulb ,if the object is a conductor it conducts electricity and the bulb glows,if the bulb doesnt glows it means it doesnt conduct electricity it is an insulator
