General Motors is well aware of this problem but has not issued a recall because they state it isn't a safety issue.
From 2002 & up the "STEPPER MOTORS" in the instrument cluster become defective. Speedometers will read incorrectly, tachometers will read incorrectly, gas, oil, water temp & amps will defect as well. I rebuild clusters locally (Upstate, SC) for $89.00 which include replacing all the stepper motors & calibrating the gauges to read correctly.
This will eliminate the problem. Make sure whoever you let replace you stepper motors has the knowledge to solder circuit boards with low heat and has done them before. Don't be a "Guinea Pig". This is a delicate fix and if someone doesn't know what they are doing, they will do more damage than you were already experiencing!

I know the dealer ship scan tool can be used to reset the speedometer.
Maybe a broken cable The needle on the speedometer of the 96 aspire is still moving, but it acts like it is out of control.
If the speedometer doesn't work at all then there could be two causes. The first thing is to check the needle it may be loose on the spindle, secondly there is a relay from the fuse box to the speedometer.
You have to replace the instrument cluster in most cases.
You can fix the speedometer in your 1994 Oldsmobile 98 by replacing the speedometer cable. If changing the speedometer cable does not fix your speedometer you will need to replace the entire speedometer.
They have to see what is causing this problem. And they will try to fix it.

The speedometer on the Fiat punto Mk1 was made with a speedo that reads 5 mph min. There is a needle stopping the speedo from going below this, so you dont need to "fix" anything as this is standard.
This has happened several times to me... Turn Key to OFF position Hold in the Trip Odometer Reset Button Turn Key to ON This will force a instrument panel self check and the speedometer needle will correct its self. If that doesn't work the dealer can recalibrate the cluster to get the needle in the proper place.
Most likely the cable is dry inside or kinked. It will form rust and get hung up as it rotates causing the jumpy needle.
