Get a boot disk/usb for either the system you wish to install on it, and there should be an option to do this, alternatively you can use a linux system to do this. In order for any of these to work you must first have the boot order in your BIOS set to prioritise usb and or disk drive, otherwise it wont check there before booting your system.
You connect it to your computer or laptop and go to "My Computer", if you have a Mac computer/laptop you go to "Macintosh" and right click on your phone or other device. It will give you the option to "format" it. Which means to delete EVERYTHING off of it.
If after formatting your going to install WINDOWS XP or an older version then when you run the installer the installer will automatically format the HDD.

Floppy drive? I have never used a floppy drive to format a HDD. If you're trying to format the internal drive that contains your core system files then you can use a Windows XP installation disk to format it. If not then you can use the Ultimate Boot CD. This CD is burnable using Alchohol 120 and you can boot into it and it contains a HDD wiper. I'm sure it also comes with a format function. I will provide you with the link to download it below.
