You can only get two in the game and that's by:
1.) Collecting all 8 badges in Johto and then going to Professor Elm,
2.) Getting all 5 numbers in the Pokemon Lottery (in the correct order) in the Goldenrod Radio Tower!
If your still desperate for them then if you have a spare in another game then attach it to a Pokemon and transfer it over!

∙ 10y agono you cannot get more than one master ball per game unless you have the cheet card for ds but from my opinion don't get the cheet card for ds because all my friends that got it had their ds shutduwn and hacked by it %99.7 of the time.
You can only get 1 master ball in each game unless you use a cheat cartridge, this will
give you access to 99 of them at all time.

Option 3: Use the Pokemon cloning glitch with the Pokemon holding a Master Ball.
