I assume that whe you say "hard wired", you mean that it doesn't curreltly have a switch and you have to turn the bulb out to turn off the light...
You can purchase an inexpensive ceramic light socket with an internal pull string switch that will most likely replace your current light socket. They are only a few dollars and have a string attached. You can certainly add more string if it makes using the light more convenient. The ceramic fixture would be available at most hardware stores, such as Lowes or Ace Hardware.

You would have to literally run a wire from the battery through a fuse and then to a toggle switch and then on to the backup lights, this will only function when the switch is on and will have nothing to do with the transmission being in reverse. Reach under the dash at the switch. There is a small button on the side of the switch, push it in and remove the light switch knob. The switch is fastened to the dash by the round nut with a slot on each side of it.
Look under the dash on the 1996 suburban, and locate the brake light switch on the brake pedal arm. Remove the switch nut, and slide the switch out. Unplug the wires from the switch and install the new switch.
The device that holds a light bulb is called a keyed lampholder or a pull chain lampholder.
