In order for clay to float in water, you must spread it out as much as you can and form it into a boat shape, or you could spread it out, and take it and form it into a ball, but leave a big pocket of air in the middle, and it should float either way if done right.

The answer is yes it can, let me explain. A solid ball of silly putty will sink in water, however if you flatten out the ball and turn up the edges to make a bowl shape it will float like a boat.
If you make the modeling clay into a bowl shape, it should float

with proper engineering, anything is possible.

You must have Black Clay and White Clay. You must make a big ball with your Black Clay. Then, make a cone shape with Black Clay. Then make the eyes by putting small balls of Black Clay on round flat pieces of White Clay. Then attach this to the front of the big ball of Black Clay. Then, use a spoon and put it into the middle of the clay below the eyes. Then cut out triangles of cardboard and stick it in the back of the clay ball. Then paint it black. Turn your Orca upside down and add white clay for the underparts.
A light grey Tennesee ball clay
Make a ball with blue an make the countrys with green.
Roll out your clay until it is easy to work with. roll it into a ball. stick your finger into the ball, making an indention. pinch the clay from the inside around the edges.
None at all.
You can make it out of a ball styrofoam and cut it in half or however you like. You can glue clay or make it out of clay. Or even use those pipecleaners for the inside. :3
