Well if you are really determine to do this here is how it is done.
You must learn how hexadecimal and hex data (like A3,A4,03 ect.) works it is pretty simple once you get the hang of it. Next you go and download a ds ROM that you want to translate. Now you will need a hex editing program and open it with the ROM. Now the hardest part is finding where the text begin and where it ends. Once you find that all you do it just start translating it using hexadecimal. So if you can find where the text start and end you will have no problem doing this.
