With decals, a sharpie, or paint. Make sure it's non-corrosive, and if you want to remove paint, never use nail-polish remover-it goes all gooey.
You could paint them or if that doesn't work maybe you could take a white sticker and paint it then put on the brick.
That's an interesting question. To recolour any Lego Parts you have to be careful, using any ordinary paint might not work, try asking your local painting specialists for more advice.

It would be very hard to make Lego parts yourself, that's up to Lego to do! Also, it's against the Lego Copyright notice, so I wouldn't if I was you! :)
