To recruit Deoxys you must have opened the dungeon Meteor Cave which has 20 Floors. You will find Deoxys on the 20th Floor and mirages of him on all the floors before. His recruitment pecentage is -10% so you will have to be a very high level and/or have a friend bow. His friend area is Enclosed Island which is automaticly gained when you recruit Deoxys. He is level 35 when you find him and only takes up one space in your party.
