The simple act of tightening and releasing your muscles repetitiously will strengthen them. There are resistance exercises that can target certain areas with water, weights (any where from 1lb. up) , bands, or your own body. The best exercise to strengthen all over is swimming. Or you can sit in a chair and squeeze and release your muscles individually.

Muscles get bigger when work-outs like weight lifting causes strain on the muscles that make it sore (red). When the muscles are tired out the musce fibre strands that build up the muscle will weaken, but as a result of this special chemicals will slowly build up the fibres, either duplicating them or splitting them, and they will eventually get thicker. Puberty does most of the work. When you grow up they will always grow depending on the physical fitness state of the person. The saying goes, more pain more gain is in fact true to the explanation to how muscles in fact do get bigger. Just keep working those muscles.

When doing work outs make sure you rest completely before working out again or you can damage the muscles making them even worse. Try working out for 15 minutes on the thighs, when they start to ache like mad rest for about 20 minutes till they feel relaxed and flexible again and not painfully sore. As this process continues, you will notice the changes after about 3 - 5 months depending on how hard you have been working out. For example, six packs are visible if you train the body area for a long period of time. This is how bodybuilders get there really fit physic.
