No, it cannot. All Sleipnirs are male, and the majority of the Divines do not have the ability to reproduce anyhow.

The divines are Xanthos (gives prizes), Sleipnir (runs away if not cared for), the Ice horse (massive skills in certain disciplines)

Yes, some divine horses can be sold, while some can not. Snow and Cowbra cannot be sold, but most other divines can. i.e. xanthos, Sleipner, Balios, Gypses, Croesus, and Gemstone horses (except Diamond), and other divines.I'm pretty sure all specials can be sold.
