God commands man's "obedience" to what He says; but some of the biggest names in The Bible "didn't want the job" God recruited them for.
Moses didn't start out devoted:
"...who am I to appear before Pharaoh? ... How can you expect me to lead the Israelites..." (Ex.3:11 NLT New Living Translation).
"...If I go to the people of Israel... they won't believe me..." (verse 13).
"...Look, they won't believe me! They won't do what I tell them..." (Ex.4:1 NLT)
"...O, LORD, I'm just not a good speaker. I never have been, and I'm not now..." (verse 10).
"...LORD, please! SEND SOMEONE ELSE." (verse 13)
Jeremiah said:
"O Sovereign LORD, ...I can't speak for you! I'M TOO YOUNG!" (Jer.1:6 NLT)
Paul was the least likely candidate to "obey" the LORD's commands... even though, in his unconverted mind, he thought he was devoting his life to God's work when he persecuted God's church.
But the LORD grabbed hold of him like He most likely did with all the prominent names in the Bible... and He wouldn't let go of them.
Devoting yourself to God is, as Jesus says... is DENYING YOURSELF: denying your own personal vain pursuits.
"...'If you want to be My follower, you must put aside your selfish ambition, shoulder your cross [stauros], and follow Me. If you try to keep your life for yourself, you will lose it. But if you give up your life for Me, you will find True Life..." (Matt.16:24-25 NLT).
God commands and demands "obedience":
"I command you to LOVE EACH OTHER in the same way that I LOVE YOU... You are my friends IF YOU OBEY ME." (John 15:12-14 NLT)
Noah had to do it, Moses had to do it, Jeremiah, Isaiah, Daniel, all the disciples, etc..

Men who devote their lives to God and live in poverty, chastity and obedience.
In the Catholic and Orthodox versions of Christianity the people would go to and join a monastery to dedicate their lives to prayer and meditation. In the Protestant version people go to school to study to become pastors and teachers to devote themselves to God Word and His work.
Moses praising God means he was devote in his belief. I don't see that it could say anything else about him.

God created all people but He did not make them evil. All people have free choice. If people prefer to live wanton, destructive lives, that is their choice and not something they were created with.
A monastery is a place where nuns and/or monks live. Some of the nuns devote their lives to God so they only live and work inside the monastery instead of a working as a teacher or other profession outside the monastery.
Catholic women and men join religious orders to devote themselves to God and to building the Kingdom of God here and now.
Nuns are members of a religious community of women, which are the female equivalent of male monastic orders. They leave mainstream society and choose to devote their lives to god and live in prayer. They live in convents.

people only disobey god when there are no major tensions or worries in there lives when peoples lives are hassle free they do not remember god. But when these people are facing a hard time and cannot find the solution to the problem then he/she turns to god for help as a last resort.
Pain to other people, ourselves, and God. Also separation from God.
