The maximum negative pressure in isolated system is negative ATM. ATM is the pressure created by air molecules and it is 1.01325*10^5 Pa. So a negative pressure of 1 ATM means absolute vacuum.
The reason you get the bends is because of the nitrogen inside the tank. When you are deep under water the pressure gets higher. If you stay at 20ft for 5 minutes this will release all the nitrogen at a proper rate. If you shoot to the top the nitrogen spews out too quickly which is bad so, when that happens you will get the bends.

Actually, 5 ATM can either be 132 feet or 165 feet. We all have 1 ATM above us (the air/sky/atmosphere) that creates a constant pressure. Sooo.. 1 ATM + 4 ATM (33ft per ATM) = 132 feet underwater. However, if you actually mean 5 ATM UNDERWATER, then it would be 6 ATM (1 ATM + 5 ATM underwater) for the equation which would equal 165 feet. Hope this helps!
