The U.N. and the U.S had tried numerous efforts to get food to the interior towns of Somalia but the gangs had blocked all efforts and ways into the cities. Bush offered to help the U.N. out by sending U.S. forces into the country on a humanitarian mission. Then Clinton got involved and things went to hell in a hand basket.
