May I submit my opinion only regarding your question. As space is not empty but consists of spirit matter and the force which governs it. The spirit matter is so fine that it is not visible. The force is the power of God. He has the power to organize that matter to any form he so desires. Now comes the tricky bit. If God is able to organise that spirit matter then it must have some degree of intelligence to be able to obey. A grain of sand is made up of atoms so that we can see it, but it's intelligence is still only that of a grain of sand as it is with all things. It is this writers opinion that all that we see around us, including man was made spiritually before being sent to earth. The scriptures tell us that God made man from the dust of the earth and placed in him his spirit (And intelligence) so that he became a living thing. This may also apply to the first animals and plant life.
The scriptures tell us that they were on earth before Adam because Adam had to name all of them. The way is now paved so that through the natural process of procreation these waiting spirits may come to earth in their own allotted time and place. Remember this is only the opinion of this writer.
With the exception of mankind, we are only told what God made, not how He made it. That fact is in order to stress mankind's importance.

If there is a God, and that God is the one that modern religions today believe in, then no, apparently he didn't make bad things. If there is a God that doesn't match today's religious views, then possibly he did. And if there is no God, then no, he can't have. :)
