Technically, there is no federal holiday known as President's Day. In 1879 George Washington's birthday became a Federal holiday. It became increasingly referred to as Presidents' Day in the 1970s and 80s in an attempt to rename the holiday in conjunction with a Federal bill that changed all Federal holidays to Mondays (Veteran's Day was later changed back to Nov. 11th). That is why the holiday is celebrated on the third Monday in February, but the attempt in congress to rename the holiday was not successful.

President's day is officially called Washington's birthday because it originally celebrated the birthday of George Washington. Washington's birthday became a holiday in 1879 and the official name of the holiday was never changed on a federal level, though approximately twelve states have voted to change the name.
