Similar to the Grand Canyon, monument valley had small mounts in the area through geological movements in the earlier time. Added to the earlier formation, a catastrophic event occurred and rain and stream of water washed off the area, soft and loosen sandstone got washed off creating a deeper and wider channel. As sandstone around each mount got washed off, water seep through each strata layer creating steps as water recessed. As the volume of water decrease and continue to seep through layer in the bottom, earth broke loose and dropped straight down. This is why you don't see strata layer in the middle because the water already at the bottom causing earth to drop. Water created even rings around each mount. Because of waves, they continue to cut and create steps in the bottom. We can see that those steps are still in excellent shape, this means that it had occurred not long ago, in the thousands of years perhaps but not in the million. The strata layers created by water waves on top of the mounts prove that this valley was once covered by water.
